ICE arrests MS-13 gang member, alleged murderer from El Salvador



U.S. Immigration and Customs Enforcement agents arrested an MS-13 gang member wanted in his home country of El Salvador for murder and for being a member of a terrorist organization.

ICE agents out of the agency’s Enforcement and Removal Operations Boston office received word that the 44-year-old man, who has illegally entered the United States on at least four occasions, was in Massachusetts and arrested him in Foxboro on Monday.

“This unlawfully present fugitive is a member of a violent transnational criminal organization who is wanted for murder in his home country,” said ERO Boston Field Office Director Todd Lyons.

The Herald has learned that his name is Wilmer Alexy Garcia-Manzanarez, based on a “Red Notice” issued by INTERPOL, the International Criminal Police Organization based in France, on behalf of El Salvador. The notice lists his charges in Spanish as “Organizaciones terroristas.”

Garcia-Manzanarez first entered the U.S. from the Canadian border into New York in March 2021, according to an ERO statement. A DOJ immigration judge ordered him removed a year later and he was removed from the country by ERO Phoenix in January 2007.

He apparently reentered the country in Falfurrias, Texas, in May 2010 and was arrested by U.S. Border Patrol agents. ERO San Antonia removed him from the country that July.

He entered again at Edinburgh, Texas, in September 2012 and was arrested by Border Patrol. He was removed yet again the following month.

He last entered the country at an unknown date and place. ERO Boston somehow became aware of his presence and arrested him without incident.
